Wegener, who witnessed the tragic hostage situation that took place in the 1972 Olympics held in Munich, Germany; was determined to see that such an event would never take place again.

* This vision, along with the backing of the German federal government created a special operations unit for combatting terrorism, which would be known as GSG-9.

* Wegener had one standard in mind : excellence. He believed that in order for GSG-9 to be the most effective counter-terrorism force available, they would have to think like a terrorist and simulate all types of different situations in order to prevent any future attacks in Germany, or the world.
