• The trouble in Maryland boiled over. Encouraged by Governor Thomas Hick, pro-Confederacy gangs rioted, destroying railroads and other establishments.

• General Benjamin Butler devised a plan to move the troops by water to Annapolis, Maryland - this plan incensed the Maryland residents, as they took their protest to President Lincoln.

• A war of words took place between Governor Hick and President Lincoln; Hick did not wish to see Union army troops on the “sacred soil” of Maryland. Lincoln fired back by saying that the capitol was under attack and that his men were not moles that could crawl underground and not birds that can fly; and that it was imperative that they gain access to the capitol.
