• General Hooker was a much needed fresh face for the morally deflated Union army. He instituted several programs and reforms within the army which made him very popular amongst his soldiers.

• The new reforms and programs included increased food rations with a steady diet of vegetables and bread, exercise programs for each regiment, and vastly improved hospital care.
